Helen is a well-known figure in the offshore world and is widely recognised as the prime architect of the Jersey regulatory regime. She was Director of Enforcement for the Isle of Man Financial Supervision Commission; Deputy Director General, Jersey Financial Services Commission and founder of Sator Regulatory Consulting Limited and KYC Worldwide. Helen merged Sator with BDO in 2016 and became BDO Sator MD and BDO Group Chairman from 2016-2021. She has undertaken a wide range of major, international fact finding mandates including those for the World Bank, IMF, FATF, Commonwealth Secretariat, the UK Foreign Office and a fistful of Central Banks, regulatory authorities and governments. She is a Fellow of the Institute of Advanced Legal Studies and Royal Society of Arts, and sits on the Editorial Board of the International Banker. Helen holds non-executive appointments at Santander International, Jersey Post International Limited, Jersey Office of the Information Commissioner, and is shareholder and director of KnowYourCountry.Com and the School of International Financial Services. David Lewis is a managing director and the global head of anti-money laundering (AML) advisory in the Forensic Investigations and Intelligence practice. David leverages extensive global experience helping governments, supervisors and regulated firms effectively combat money laundering. Prior to joining Kroll, David served as Executive Secretary of the Financial Action Task Force (FATF), where he led the FATF Secretariat in bringing to bear the combined expertise of governments to fight money laundering, the financing of terrorism and the proliferation of weapons of mass destruction. This included understanding risks, trends and methods; developing global standards and guidance; and assessing the effectiveness of action taken by governments. David established the first FATF training institute and global training program for government officials. |

Sir Rob Wainwright is a senior partner at Deloitte, advising the boards and executive teams of global companies on cyber security, financial crime and other areas of risk. He previously served as Executive Director of Europol, the European Union law enforcement agency, for almost a decade. Here he helped established the European Counter Terrorism Centre and the European Cybercrime Centre, and led the transformation of Europol into a world-class security institution. Sir Rob has had a 28-year career in intelligence, policing, government, EU and international affairs, including at the Serious Organised Crime Agency, National Criminal Intelligence Service and the British Security Service. In June 2018 he was awarded a Knighthood by HM The Queen for his services to security and policing. He has worked across a range of pioneering security solutions in technology, data and intelligence operations, including driving new public-private initiatives on cyber security and financial crime in banking and other sectors through the World Economic Forum (WEF) and Institute of International Finance. Sir Rob is a Board Member of the Global Cyber Alliance, the Global Fund to End Modern Slavery, and the Wilton Park Advisory Council. He is the Chair of a Global Experts Group with the Global Coalition to Fight Financial Crime, and a Fellow of the Chartered Institute of Information Security. Andrew joined the MONEYVAL Secretariat (part of the Council of Europe) in October 2019 and became Deputy Executive Secretary in December 2020. His responsibilities include coordination of MONEYVAL’s mutual evaluations of member countries’ implementation of the FATF Standards. Before joining the Secretariat, Andrew was MONEYVAL’s scientific expert on financial matters. He has been involved in the mutual evaluations of a number of countries under MONEYVAL’s fourth and fifth rounds. Andrew was responsible for the development of financial crime policy at the Jersey Financial Services Commission from May 2000 to September 2019. As part of this role, he was responsible for coordinating three external reviews of Jersey’s compliance with the FATF Standards. His last two years were spent leading the preparation of Jersey’s national ML/TF risk assessment, which was published in October 2020. Before joining the Jersey Financial Services Commission, Andrew was an audit partner at KPMG in Jersey. He is a member of the Institute of Chartered Accountants of England and Wales. |

William advises Jersey finance industry clients and international clients on financial services related disputes whether civil, criminal, contentious regulatory or a combination. This includes advisory work and advocacy. His specific expertise is in advising on money laundering matters (including corruption), regulatory and compliance investigations, disputes in the banking, trusts and funds sectors, sanctions, production orders including TIEA work, insider dealing, reporting duties, asset recovery, reciprocal enforcement, cyber related risk and international mutual assistance generally. He places particular emphasis on working alongside clients and their in-house lawyers/compliance staff and other external advisers to implement risk management based solutions to disputes in the regulated sector. He is experienced in politically sensitive and complex matters involving multiple legal issues and jurisdictions. Jill Britton is the Director General at the Jersey financial Services Commission (JFSC). In her role, Jill is responsible for leading the JFSC in its day-to-day operations as both regulator and registry, and ensuring the organisations delivers its strategic priorities. Jill was the Executive Director of Supervision between May 2016 and September 2021. In this role, she was responsible for overseeing the regulation of Jersey’s financial services industry and the supervision of other sectors for anti-money laundering and terrorist financing. She initially worked in our Supervision team from 2002 to 2004. Jill has over 25 years’ experience in the financial services industry in the UK, Jersey and Asia, having specialised in compliance and operational risk management for global banking organisations. She was the Chief Risk Officer for Coutts Asia between 2009 and 2011 and the Head of Operational Risk for South East Asia at Standard Chartered between 2011 and 2013. At the end of 2013 she became the Head of Risk and then Head of Compliance for UBS AG in Jersey. Jill is passionate about learning and development and mentors a number of talented women to supporting them in fulfilling their potential. Jill holds a BA (Hons) in Financial Services. |

Sir David Green CB KC is a partner in Cohen & Gresser’s London office. Sir David served for six years as the Director of the UK Serious Fraud Office. His extended term as Director was notable for the first Deferred Prosecution Agreements, Bribery Act prosecutions, numerous high profile cross border criminal investigations working with Law Enforcement in the US, Europe and Asia, and his leadership of the SFO in a challenging political climate. Prior to that, he served as the Director of the Revenue & Customs Prosecutions Office and worked in private practice for 25 years as a barrister specializing in criminal law. Sir David was called to the Bar in 1979, and was appointed a Recorder of the Crown Court and Queen’s Counsel in 2000. Before becoming a lawyer, he spent three years with the Defense Intelligence Staff, Whitehall. Sir David has broad experience advising on issues relating to financial crime, including fraud, corruption, money laundering and the UK Bribery Act. He also advises on self-reporting, independent assessments, and deferred prosecution agreements. In 2018 Sir David was knighted for services to the criminal justice system. |

Former Director of Public Prosecutions Ken Macdonald is one of the country’s leading criminal, regulatory and international lawyers, with a first rank advisory, trial, appellate and arbitration practice. Kotryna works as a Programme Manager at the Council of Europe, MONEYVAL Secretariat. She is responsible for conducting mutual evaluations of MONEYVAL member countries, monitoring of countries’ developments through follow up analysis process, delivering trainings for countries and coordinating other horizontal projects linked to mutual evaluations. Prior to joining MONEYVAL, Kotryna worked at the Financial Transparency Advisors – AML/CFT consultancy firm - where she coordinated risk and supervision-related advisory projects, AML/CFT workshops and trainings. Kotryna had extensive supervisory experience at the Central Bank of Lithuania, where she carried out various supervisory roles in the fields of AML/CFT, operational risk, governance and internal control. Kotryna worked on the 4th EU AML Directive during Lithuanian Presidency of the European Council.
