Andrew Horbury FICA is a Director at the School of International Financial Services. Andrew provides training and education on his areas of subject matter expertise including anti-money laundering, financial crime prevention, risk management, financial technology, blockchain and cryptocurrency.

Andrew joined SIFS from another professional education provider where he sat as their Global Head of Blockchain & Cryptocurrency and a Senior Lecturer in Anti-Money Laundering & Financial Crime Prevention for a number of years.

Andrew is frequently engaged as an advisor and consultant by a range of financial services businesses across a number of jurisdictions.

Andrew is a Fellow of the International Compliance Association, having completed the Professional Postgraduate Diploma in Financial Crime Compliance. Andrew previously studied law at the University of London and International Financial Services at the University of Buckingham.

Sandip Patel QC FCIArb specialist in corporate, banking and financial service law. He advises clients across a range of industries and geographies, providing proactive and commercial legal advice on a broad range of corporate transactions including restructuring and insolvency, public and private fundraisings, this includes providing ongoing operation, regulatory and compliance services to investment funds and the project management of VCT public transactions requiring compliance with the Listing Rules and Prospectus Rules.

He appears in domestic and international commercial disputes concerning fraud, finance, goods and services, energy and natural resources and construction. He appears in international arbitrations conducted under the rules of various institutions (ICSID, ICC, HKIAC, LCIA) and ad hoc proceedings under the UNCITRAL Rules within civil law and common-law jurisdictions. He appeared recently in a reported international arbitration case on the enforcement in England of a New York Convention award ([2018] EWHC 2713 (Comm)).

As head of Scarmans’ Data Protection Team and Chief Adviser to OSP Cyber Academy, he advises organisations on data laws, privacy, protection, and cyber security. He is Chairperson of the Cybercrime Practitioners’ Association. 

In the “Leading silks” list, The Legal 500 United Kingdom guide to outstanding silks nationwide said this about him, “He has a pleasing and reassuring courtroom manner”, “a very good all-round advocate, who is quick on his feet in court”. Described as “a truly exceptional lawyer with a phenomenal eye for detail”.

Jersey' Cyber Emergency Response Team (CERT)

 

Matt Palmer has more than 20 years' experience in cyber and information security risk. He worked in London and New York as a Chief Information Security Officer (CISO) then Senior Director, Risk and Software as a Service (SaaS), at global insurance broker Willis Towers Watson, and has lived in Jersey for a decade.

In 2021, Matt was appointed as director for the newly established Jersey Cyber Emergency Response Team (CERT), responsible for promoting and improving the cyber resilience across the Island’s critical national infrastructure, business communities and citizens to reduce the risk and impact of major cyber incidents in Jersey.

Jersey’s CERT forms part of an international cyber emergency response network and represents the interests of Jersey internationally, helping to maintain and strengthen the Island’s international reputation as a safe place to live and to do business online.

The CERT can also provide expert assistance in the case of a cyber security incident. The CERT is an independent voice for cyber security and designed to operate at arm’s length from Government.

Former Strategy Manager for Ofcom and Head of Strategy for Freesat, Stephanie Peat came to the States of Jersey role in 2013 with a varied digital skill set. In her current position, she has set the digital vision and, in October 2017, delivered Jersey’s first Island-wide Cyber Security Strategy.

Arthur is a senior level technology and risk professional with over 19 years’ experience in providing advisory, assurance and audit services in risk management and technology to a wide range of industries.

Arthur has been with KPMG since 2006 and leads digital advisory, information systems security and controls engagements. His key responsibilities include leading the IT Audit function and advising on digital, cyber security, information security and controls reviews, including ISO 27001, and service organisation assurance reporting.

Arthur is a Fellow of the Chartered Institute of Information Security, a Certified Chief Information Security Officer, a Certified Information Systems Security Professional (CISSP), Certified Information Security Auditor (CISA) and a Fellow of the Association of Chartered and Certified Accountants (FCCA).

Arthur is also the Chairman of the Channel Islands Information Security Forum (CIISF) and regularly speaks in cyber security and risk management.
